Job Overview



Human Resource Specialist develops and implements recruiting plans and strategies designed to fulfill company staffing needs.


As part of a human resources team, Human Resource Specialist are responsible for leading the staffing efforts of the company and building a strong workforce that adds to the company’s bottom line. These highly skilled and often equally highly educated HR professionals possess knowledge of employment and labor law, have a deep understanding of the organization and its staffing needs, and possess strong interpersonal and communication skills.




  • Develop and execute recruiting plans, designs, and update job descriptions with the collaborations of respective department heads.

  • Coordinate with the different department heads to identify the manpower requirements that needs to be filled up.

  • Advertise job openings on company’s careers page, social media, job boards and internally.

  • Source potential candidates from various online channels and coordinate with the partner recruitment agencies.

  • Craft recruiting emails to attract passive candidates

  • Screen incoming resumes and application forms.

  • Interview candidates (via phone, video and in-person) and perform reference and background checks

  • Prepare and distribute assignments and numerical, language and logical reasoning tests.

  • Follow up on the interview process status and discuss company information and benefits during interview process

  • Provide shortlists of qualified candidates to hiring managers and department heads for final interviews.

  • Send job offer emails and answer queries about compensation and benefits

  • Process all pre-employment requirements and prepare new hires for their onboarding process.

  • Monitor key HR metrics, including time-to-fill, time-to-hire and source of hire.

  • Participate in job fairs and host in-house recruitment events.

  • Collaborate with managers to identify future hiring needs.

  • Conduct regular follow-up with managers to determine the effectiveness of recruiting plans and implementation.

  • Report to the immediate superior or to the directors frequently to inform the status of all recruitment activities including internal KPI on recruitment.

  • Conducts Exit Interviews for resigning and terminating employees and prepare reports to be submitted to the Immediate Superior.

  • Research and recommend new sources for active and passive candidate recruiting.

  • Execute any recruitment plans and other HR strategies as may be directed by the HR Manager or Director.

  • Network through industry contacts, association memberships, trade groups, social media, and employees.

  • Assist in other HR-related assignments




  • Bachelor’s degree from a four-year college or university or similar work experience required

  • 2+ years of experience in talent acquisition or recruitment of both locals and expatriates.

  • Knowledge in Labor Law and Employment Law is required.

  • Experience with sourcing techniques is an advantage.

  • Communication skills: Recruiters communicate with managers and employees regularly to establish rapport, gauge morale, and source new candidate leads. They must also be able to communicate with potential job candidates.

  • Interpersonal skills: Recruiters must have the ability to work with various departments on filling open positions and fostering teamwork. They must also be able to effectively deal with potential candidates.

  • Decision-making skills. Recruiters must be able to review candidates’ applications and decide whether or not they meet the qualifications to be considered for positions.

  • Discretion: Like most human resources positions, recruiters often deal with confidential information.
